Summary of the National Greenhouse and Energy Reporting Act 2007

Requirements for mandatory reporting

Definitions – Organisations that may be required to report

 

Facility means single location of single principal product or activity attributed to one industry sector only but includes secondary activities for reporting purposes. Examples are a factory, a processing plant or a food manufacturing plant.

Corporation (or Joint Venture) means all partners or facilities report as one entity, principal activity is the one with the most value for external goods and/or services, reporting include all activities generating Greenhouse emissions. Examples are manufacturing plants of a corporation (car company with several plants) or food-manufacturing plants owned by one corporation. This applies to all states and territories.

For transport companies (trucking etc.), gas- and oil transporting companies using pipelines other regulations apply, please contact us for more information.

NGER  = National Greenhouse gas Emission Register

 

Thresholds and Deadlines and converted thresholds:

Facilities:        Register by 31.8.2009 and report by 31.10.2008

25 kt CO2-e Emission generation or 100TJ energy use

                        100TJ = 27,800 MWh or approximately 2,740,000 m3 natural gas or

22,500 ltr diesel (or any combination converted and adding up to this)

Corporations: Register by 31.8.2009 and report by 31.10.2008 – can also register from 1.7.2008!

125 kt CO2-e Emission generation or 500TJ energy use

500TJ = 139,000 MWh or approximately 13,700,000 m3 natural gas or 112,500 ltr diesel (or any combination converted and adding up to this)

Register by 31.8.2010 and report by 31.10.2010

87.5 kt CO2-e Emission generation or 350TJ energy use

350TJ = 97,300 MWh or approximately 9,590,000 m3 natural gas or 78,800 ltr diesel (or any combination converted and adding up to this)

                        Register by 31.8.2011 and report by 31.10.2011

50 kt CO2-e Emission generation or 200TJ energy use

200TJ = 55,600 MWh or approximately 5,480,000 m3 natural gas or 45,000 ltr diesel (or any combination converted and adding up to this)


 

Victorian Legislation and Requirements

Current Victorian EPA Legislation (Environment Protection Act 1970 / 2001, Clause 33)

Level 1 Audit  is mandatory when:

>100 kt CO2-e Emission generation or >0.5 TJ energy use

                        0.5 TJ = 139 MWh or approximately 13,700 m3 natural gas

 

Level 2 Audit is mandatory when:

>1,400 kt CO2-e Emission generation or >7 TJ energy use

                        7 TJ = 1,950 MWh or approximately 191,800 m3 natural gas

                       

Victorian EREP Guidelines

Environment & Resources Efficiency Plans – Energy and Water use

Participation in Program is mandatory

>120 ML Water consumption or >100 TJ energy use

kt = kilo tonnes or 1000 tonnes

            CO2-e = Carbon Dioxide emission equivalent

TJ = Teta Joule = 278 MWh or 278,000 kWh or energy content of approximately 27,400 m3 natural gas or 225 ltr diesel (petrol up to 10% higher)
